The first organizational meeting was held on Feb. 21, 1985 at the La Plata County
fairgrounds in Durango, CO.  An invitation to attend this meeting was sent to each law
enforcement agency within the four corners proximity.  Nineteen officers from the four
states responded and attended this meeting and became an interim board to decide
issues pertinent to the organization and to elect officers.  At that meeting, charter
officers were elected.

Elected was a president who appointed a secretary who was to be the only civilian
member and who had no voting rights.  Also elected were four vice presidents, one
from each of the four states.  Each vice president was to become president as the
gravel was passed each ensuing year from state to state in a clockwise rotation, i.e.
Colorado to New Mexico to Arizona to Utah to Colorado, etc.  The motto is
“Professionalism Through Unity”.  

The organization was incorporated as a Colorado non-profit organization and the first
annual meeting was held in Colorado.  In addition, the charter president was from
Colorado.

The people pictured are the charter board of directors of the FSPOA, each standing
in their respective state for the signing of the articles of incorporation for the

2) Capt. John Cartwright, Vice Pres., Utah Highway Patrol; 3) Capt. Don Moomey,
Pres., Colorado State Patrol; 4) Kathleen Johnson (Kathleen Winningham), Secretary,
Colorado State Patrol; 5) Town Marshall Nick Naholnik, Vice Pres., Bayfield, Colorado;
6) Sheriff Doug Brown, Vice Pres., San Juan County, New Mexico.
